The web is filled with resources for improving safety along highways. Here are some general resources that may be helpful in trying to find ways to improve the safety along highways with sharp curves.

FHWA Guidance on Rumble Strips
This site has detailed guidance on the use of rumble strips. NYSDOT is proposing some rumble strip policies and they are similar, but not exactly the same, as the ones described here.

Proven Safety Countermeasures, FHWA
Low Cost Treatments for Horizontal Curve Safety
The two sites above, all from FHWA Office of Safety, are good starting points for safety on all highways, not just at curves.
