What does the board have to do to use the “Best Value” method for purchasing?

According to State Finance Law Section 163

"Best value" means the basis for awarding contracts for services to the offerer which optimizes quality, cost and efficiency, among responsive and responsible offerers. Such basis shall reflect, wherever possible, objective and quantifiable analysis.

Essentially, various issues such as cost and quality can be used to choose between different services. In order to use Best Value, the municipality “must be authorized by local law…” (General Municipal § 103. Advertising for bids and offers; letting of contracts; criminal conspiracies.)
