When preparing a 284 agreement, do I include Consolidated Local Street and Highway Improvement Program (CHIPS) dollars as money to be spent?

CHIPS money is generally already considered to be part of the 284 agreements as an income source but does not need to be separately stated in the agreement because 284 agreements refer to expenses.
